Q: What water district is affected?

A:  The old Hillcrest Water District now owned by Yuba City.

Q: Yuba City, particularly the SW Walton area, has a diverse population with
many non-speaking English residents.   This includes about 40% East Indian
and many Hispanic residents.  The Yuba City Mayor promised the City would
provide a written explanation in several different languages for these SW
Walton/Hillcrest customers.  Has this been done?

A:  NO

Q: Are volunteers needed to spread the word about the water assessment,
especially in Area 1?

Absolutely!  It does not matter where you live, we need to cover this area for our own sake.

Q: How pure would the water REALLY be?

A:  Of course water from the river has to be treated with a variety chemicals.  They vary depending on the composition of the water at any given time.  Also, those chemicals are costly.  The City reported to the Ad Hoc Advisory Committee that for the last fiscal year, the chemicals cost $186,560.  That will rise proportionately with the increase in water consumption.

Q: Too much money, but about 2,000 to 3,000 would be OK!

A:  The actual amount is unknown and can change after the installation begins.  This has happened in two Special Tax Assessment District in Yuba City.  The "project" can start at after starting; it could be found to be more then estimated.  The City (Mayor and Utility Director) have stated that if the project costs less, the City will keep the over estimated cost.  This was said at a meeting with residents.

Q: Will well owners have to pay the fee too?

A: This was answered by the City at the Ad Hoc meetings.  The answer was that they would get to vote on the issue but would never be forced to "hook up" to the surface water.  However, all residents were told that at the time of annexation.  See the annexation information from the City at the beginning of this Site.

Q: When will we get sewer to get off of our septic systems?

A:  That is an option for you when you decide to pay the fee charged by the City.   One resident told our group that she was told that it would cost her $60,000 which she cannot afford.  She got a contactor to quote her a price and found it to be much less but the City will not allow her to use another contractor.
